Can an iPhone still be located if there is no network?
Yes, but it depends on the situation:

The iPhone itself "can locate": As long as the phone is powered on and location services are not turned off, GPS can still calculate its location.

Whether you can "remotely find its location": The key is whether it has a way to "transmit" the location.
1) Phone has no Wi-Fi/Cellular network, but you can still find it (Offline Finding)
If you previously enabled "Find My network", even if the iPhone is currently offline, it can relay encrypted location data to you via Bluetooth through other nearby Apple devices. Therefore, you may still see its location in the "Find My" app.
Additionally, supported models with "Find My network" enabled can still be located for up to approximately 24 hours after being powered off (or about 5 hours in power reserve mode).
2) If there are no other Apple devices nearby
Then it cannot update the new location, and you will usually only see:

The last uploaded location (Last Location)
And if you have enabled "Send Last Location", it will automatically send the last location to Apple when the battery is critically low.
3) Which settings you should check (recommend enabling them now)

Turn on all three options below:

After that, you can use the "Find My" app on another Apple device or check via iCloud's "Find Devices" to view the location.
